FEMA's Hazard Mitigation Grant Program (HMGP) provides grants to States, local governments, and Indian tribes for long-term hazard mitigation projects following a major disaster declaration. The purpose of the program is to reduce the loss of life and property in future disasters by funding mitigation measures during the recovery phase of a natural disaster. The HMGP is authorized under Section 404 of the Stafford Act.

When the President of the U.S. declares a disaster, then a percentage of the funds that the Federal Emergency Management Agency (FEMA) spends for relief and recovery go into a mitigation fund administered by the state in which the disaster occurred. Because Hurricane Rita did considerable damage in Texas, the State received substantial funding for mitigation. The Texas Winter Wildfires and the El Paso Floods created additional, all though much smaller, funding sources. For each program the Governor's Division of Emergency Management invited proposals for mitigation projects from all jurisdictions. To qualify, the jurisdictions are required to have FEMA-approved mitigation plans; projects must be consistent with those approved mitigation plans.

HMGP funding is allocated using a "sliding scale" formula based on the percentage of the funds spent on Public and Individual Assistance programs for each Presidentially-declared disaster.  For States with a Standard State Mitigation Plan, the formula provides 15% of the first $2 billion of estimated aggregate amounts of disaster assistance; 10% for the next portion of amounts between $2 billion and $10 billion and 7.5% for the next portion of amounts between $10 billion and $35.333 billion.

The Texas Program

A broad array of projects was proposed by jurisdictions. Many flood control projects were proposed since floods continue to account for a high percentage of disaster losses in the State. Six or more communities proposed and received grants for community storm shelters. Most of them are components or adjuncts to new public/municipal buildings.

Significant to homeowners in several areas of the State and to NSSA members, six jurisdictions proposed grants for residential storm shelters. The ground rules for participation are explained in the Texas Presentation and the Handbook listed at the end of this section.
